<br />B. The plight of the land owner is due to circumstances unique to the property not <br />created by the land owner: The circumstances contributing to the Peterson <br />request are caused by activities that occur at the National Guard facility. <br /> <br />C. The variance, if granted, will not alter the essential character of the locality: <br />The proposed six foot tall fence will not specifically alter the essential character <br />or the locality, nor adversely affect the public health, safety, or general welfare, of <br />the city or adjacent properties. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.1 Based on the findings outlined in Section 3 of this report, staff recommends approval of <br />the request for a variance from Section 1012.02b2 of the City Code, to allow an <br />increase in the fence height from four feet to six feet for the front yard of property located <br />at 222 North McCarrons Boulevard, subject to <br /> <br />A. The wood fence must be set back a minimum of three feet from the front property <br />line. <br /> <br />B. A landscape plan must be submitted and approved prior to the issuance of a <br />permit that incorporates a hedge and/or evergreen and perennial material on the <br />street side of the fence in keeping with the recent North McCarrons Boulevard <br />reconstruction project. <br /> <br />C. The fence must be constructed at an angle to provide better view of North <br />McCarrons Boulevard when backing out of both garages. <br /> <br />D. The fence must be stained an earth tone color to accent the stone and wood <br />material installed as a component of the recent North McCarrons Boulevard <br />reconstruction project. <br /> <br />E. The property owner must verify the front property line either by exposing the <br />property corner pins or by the provision of a survey. <br /> <br />5.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />By motion, recommend approval (approval w/modifications or denial) of the request <br />by Gregg and Amy Peterson for a 2-foot fence height variance from Section <br />1012.02A2 of the Roseville City Code for property located at 222 North McCarrons <br />Boulevard, based on the findings located in Section 3 and subject to the conditions <br />indicated in Section 4 of the project report dated 7/11/01. <br /> <br />Prepared by: Thomas Paschke (651-490-2236) <br /> <br />Attachments: Property location map; site plan; and photos of parcel. 60-day Time Limit: Application received May <br />25,2001; Accepted on June 28, 2001.
