<br />5.4 The Comprehensive Plan Goals and Policies (Section 3) and the Vista 2000 report <br />discourage further commercial or industrial expansion into existing residential areas. <br />And, in this case, the business use is not related to neighborhood services. Section 3, <br />page 11 (Commercial Policies) states that"... the City should restrict commercial <br />development to existing designated areas, concentrating uses in existing commercial <br />areas... and discourage one or two lot residential redevelopment to spot rezone <br />commercial areas.. . already surrounded by residential uses". <br /> <br />5.5 The proposed redevelopment of the parcel into office does not require expansion or <br />extension of City infrastructure such as utilities and streets. <br /> <br />5.6 The proposed project continues the City's effort to diversify the tax base and will add an <br />estimated 5 new full time jobs. It is estimated that the proposed redevelopment will <br />increase the market value of the property and generate an estimated $5,000 to $6,000 in <br />property taxes. The current property produces annual taxes of$ 3,468. The City policy <br />for needed infrastructure improvements required by the new development will, as much <br />as is feasible, be the financial responsibility of the developer. In this case there are no <br />added costs to the city for improvements to public infrastructure such as roads, stoplights, <br />or utilities. <br /> <br />5.7 No other fiscal implications are apparent. <br /> <br />6.0 STAFF RECOMMENDATION <br /> <br />6.1 Staff recommends denial of the request by Ms. Agness to change the Comprehensive <br />Plan from LDR (Low Density Residential) and B (Business) and recommends denial ofa <br />rezoning from R-l to B-1 based on the findings in Section 4 and 5 of this report <br />(08/08/01). <br /> <br />7.0 SUGGESTED PLANNING COMMISIONS ACTION <br /> <br />7.1 By motion, recommend denial of the request by Kathleen Agness for a <br />Comprehensive Land Use Plan amendment and rezoning of property located at <br />2256 Lexington Avenue based on the findings in Section 4 and 5 of the project <br />report dated August 8, 2001. <br /> <br />Prepared by: Thomas Paschke (490-2236) <br /> <br />Attachments: Property location map; site photo; site plan. <br />60-day Time Limit: Application accepted on June 21, 2001; 60-day Review Deadline August 10, 2001; Extended to <br />October 9,2001. <br /> <br />PF3329 RPCA (080801) Page 4 of 4 <br />
