<br />Regular meeting of the City Council - August 26, 1996. <br /> <br />Page 4 <br /> <br />Goedeke moved, Maschka seconded, that Resolution 9322B, approving Dennis Battyl request for a preliminary <br />and final plat, consolidating four lots into one, at 2865 Hamline Avenue North be adopted subject to the <br />following conditions: <br />I. The project has three sides that could have sidewalks constructed on them. They are <br />Hamline, Centennial, and County Road C- <br />2. A cash contribution of$13,350 to the City <br /> <br />Sidewalk Fund is required. <br />2. A street assessment for County Road C-2, in the amount of$17,536.95 will be payable if the plat is <br />approved. The owner has the option of requesting the City Council to consider assessing this amount over 15 <br />years. This assessment is due to change from R-l to Tax Exempt R-l. <br /> <br />3. Prior to other uses of the existing 5 foot walkway easement running from County Road C-2 to <br />Centennial Drive, the existing easements must be vacated. There are also existing drainage and utility <br />easements on the site. <br />4. There must be adequate screening along the north portion of the property between the parking lot and the <br />existing homes. The screen must be 5 feet minimum in height and 80 percent opaque within three <br />years. In addition, landscaping along the west property line where the property abuts the existing homes <br />must also meet the same requirements. <br />5. Any site signage must be monuments that meet all setback requirements. <br />6. The church must remove all off site and off street directional signage or monuments. <br />7. Pedestrian access from County Road C-2 to Centennial on the west side must be provided by the <br />applicant. <br />8. The City staff must prepare a study ofthe need for no parking signage along the south side of <br />County Road C-2 and on Centennial (to reduce conflicts with right turn movements). <br />9. The building must meet City Code commercial design standards. <br />10. The HV AC must be moved away from residential areas, to the south side of the building. <br />II.
