Hampton Inn Park Dedication <br />6. <br />Enclosed is a site map and a letter from Jesse Messner, project manager with Cities Edge <br />Architects regarding a proposed project in the Twin Lakes area on the corner of Cleveland <br />Avenue and Iona Lane. <br />Park Dedication does apply in this proposal. The cash amount would be approximately <br />$136,486 (7% of the FMV). Theland amount would be 5% of 3.72acres or .19acre. <br />Mr. Messner has indicated if land was recommended that it would be difficult to do the <br />development so he is requesting that cash be accepted in lieu of the land dedication. <br />This area is located in constellation B where there are no specific plans for a parcel of this <br />size. <br />The primary role of the Commission is to review and offer a recommendation to the City <br />Council on whether to accept land, cash or a combination. Included in your packet is a copy <br />of the Park Dedication Ordinance and general guidance from the Parks and Recreation <br />System Master Plan on Parks and Open Space acquisition. <br />Requested Commission Action: <br />To discuss and make a recommendation to acceptland, <br />cashor a combination to satisfy the Park Dedication requirements. <br />Park Dedication Rate Review <br />7. <br />This item is an effort to maintain a consistent periodic review of park dedication rates. <br />The most recent increase for residential rates was November 2011 whenthe rates were <br />increased from $3,000 to $3,500 per unit. Based upon the survey of other communities, <br />system needs, CIP, Master Plan outline of needs andthe fact that a recent increase to <br />keep pace, it may be appropriate for the rates to remain and be reviewed again next year. <br />The Commercial Park Dedication was adjusted from 5% of FMV to 7% of FMV in 2012. <br />Based upon the survey of other communities, system needs, CIP, Master Plan outline of <br />needs and the fact that a recent increase occurred to keep pace,it may be appropriate for <br />the rates to remain and be reviewed again next year.Enclosed is a survey of rates in <br />surrounding metropolitan communities. <br />Requested Action <br />: Discuss the Park Dedication rate and consider a recommendation. <br />Review Plan for Joint Meeting with the City Council <br />8. <br />Time has been placed on the city council agenda for Monday, November 17, 2014 for a <br />joint meeting to occur(approximetely 20 minutes).This is an opportunity for the <br />commission to provide updates, discuss specific topicsof interestsandseek guidance. <br />Followingyour discussion in October, it was determined that a typical format would be: <br />-Brief update on current activities of the Commission <br />-Communicate new items and seek future guidance and work direction <br />-Seek any new topics the City Council is interested in the Commission working on <br />Possible topicsmay include the deer population, communty center, volunteers, Evergreen <br />Park and the Historical Society,golf course operations, Emerald Ash Borer or other topics <br />of interest to the commission, city council and community. <br />Requested Commission Action <br />: Finalize approach for joint meeting. <br /> <br />
