<br />Unsignalized Intersection Analyses <br /> <br />The unsignalized intersection levels of service were estimated using the unsignalized <br />intersection module of the Highway Capacity Software. For each intersection, a level of <br />service grade is assigned to left turn movements iTom Cleveland Avenue, each movement <br />iTom the minor streets, and overall minor street approaches. Table 21-5 presents the level <br />of service results for the unsignalized intersections. With the exception of the North <br />Centre Pointe Drive/Cleveland Avenue intersection, acceptable operations are expected at <br />the unsignalized intersections. All movements at the Veritas Way, South Centre Pointe <br />Drive, Lydia Avenue, and Brenner Avenue intersections with Cleveland Avenue are <br />expected'to operate at LOS D or better in the p.m. peak hour under the three development <br />scenanos. <br /> <br />Level of service F is expected for the left turn ITom North Centre Point Drive to <br />northbound Cleveland Avenue under all development scenarios. As a possible measure <br />to improve this level of service, we evaluated whether the intersection would warrant <br />traffic signal control. One of 11 warrants must be met for a traffic signal installation to <br />occur. The peak hour warrant is met when the traffic volume of the high volume minor <br />street approach (North Centre Pointe Drive) and the two-way approach volume on the <br />major street (Cleveland Avenue) are greater than specified minimum volumes for one <br />hour of the day. Traffic volumes are expected to be sufficient in the p.m. peak hour <br />North Centre Pointe Drive intersection with Cleveland Avenue for the 2004 currently <br />proposed development concept. Thus, under the peak hour traffic signal warrant, traffic <br />signal control is expected to be warranted at the intersection in 2004 with the current <br />Centre Pointe development concept. <br /> <br />Although the North Centre Pointe Drive/Cleveland Avenue intersection is likely to <br />experience level of service difficulties and meet traffic signal warrants in 2004, <br />installation of traffic signal control at Lydia Avenue may be a preferre<1 alternative for <br />two reasons. First, a signalized intersection at Lydia Avenue would better conform to <br />County access spacing guidelines. Second, the potential for an east leg to the intersection <br />at Lydia may exist. A broader benefit would be provided by a traffic signal on Cleveland <br />Avenue that has the potential to serve both the east and west sides. Installation of a <br />traffic signal at Lydia Avenue would improve the level of service at the North Centre <br />Pointe intersection by creating gaps in the traffic stream on Cleveland Avenue and <br />shifting left turning traffic ITom the unsignalized intersection to Lydia Avenue. <br />Following completion of the Centre Pointe Business Park, traffic volumes should be <br />monitored and traffic signal control considered when actual traffic volumes at Lydia <br />Avenue and Cleveland Avenue meet warrants for traffic signal installation. <br /> <br />Centre Pointe Business PaIk <br /> <br />-16 - <br /> <br />January IS, 200 1 <br />
