"~

D. The utility and landscape plan must be combined on one sheet and submitted with
the other development plans. An irrigation plan is also required and must be
included in the final plan set.

E. The landscape plan must be revised to include all perennials species noted on the
plan.

F. Rice Creek Watershed review and approval is necessary.

5.0 EA W SUMMARY:

5.1 The Draft EA W explains that the level of disturbance on the site has been high and the
uses are all urban developments except for the storm water catchment areas. There are no
occurrences of endangered species.

5.2 The Draft EA W notes that there is adequate water capacity on the site but that the sewer
capacity is limited by the pumping systems. The City has been aware of this situation
since the review and approval of the Courtyard Hotel PUD amendment. Eventually a
new pumping system with added capacity will be installed to meet the needs of the
Business Park when fully occupied.

5.3 Runoff from the site will continue to be handled by a series of filtration areas and ponds.
Silt screening and hay bale erosion interception will handle construction erosion. Storm
water will be pretreated in infiltration areas and ponds before it reaches the wetlands
areas, in a method previously approved by the Rice Creek Watershed. Centre Pointe has
a requirement ofretaining 25% of the site in green space. With the proposed
configuration of the buildings (adding height, not impervious surface area) approximately
25% of the site will be green space.

SA In terms of generation of toxic or hazardous materials, the site is clean; the Solutia offices
will produce none of these materials. Solid waste (trash) would be collected by private
haulers and delivered to landfills or processing plants. (A restaurant generally would
produce more trash and air exhaust issues.)

5.5 Traffic and parking are important issues in Roseville. The peak PM hour trips will
increase from 22 up to 37 trips, yet the total trip count would only increase by 6
trips (243 to 249). The new facilities (21,240 s.f. of offices, rather than 6,000 s.f. of
restaurant or offices) would create a need for 85 to 88 Solutia on-site parking spaces,
which are shown on the site plan. An Indirect Source Permit, analyzing vehicle exhaust
levels, is no longer required by MnPCA. The EA W states that none of the intersections
will exceed the MnPCA guidelines for carbon monoxide levels.

PF 3338 - RCA (12/17/01) - Page 5
