<br />'-'" <br /> <br />5.6 In total, the Centre Pointe Business Park is estimated to generate 7,369 vehicle trips per <br />day, with approximately 900 trips per peak p.m. traffic hour (244 entering, 686 leaving <br />the site). The proponents state that no signalized intersection will have service <br />difficulties based on the proposed development, even with growth in the background <br />traffic by 2% per year. Only one intersection will change its level of service in the <br />future, the ramp from Cleveland Avenue onto 35W North will change from a service <br />level of"B" to a service level of"C", which is still functional. <br /> <br />5.7 Non-signalized intersections will continue to function as today, except the North Centre <br />Pointe Drive intersection with Cleveland A venue, where cars will queue up in Centre <br />Pointe Drive while attempting to make a left turn to north bound Cleveland Avenue. A <br />solution at this intersection could be a signaled intersection. Signalizing could also help <br />reduce straightway speeding along Cleveland Avenue. (The 1997 PUD and planning <br />process planned for a signal further south at Lydia and Cleveland in order to reduce <br />traffic noise and congestion close to residences and to provide a 4 way intersection into <br />the industrial/park area east of Cleveland. Staff and city traffic consultants will be <br />reviewing this issue during the EA W review and comment period.) <br /> <br />5.8 The proponents state that the 21,240 square feet of office area will have little negative <br />impact on the traffic and in fact will remain similar to past projections for the Business <br />Park, in part, because of the changing nature of the work force (more hi-tech than daily <br />retail restaurant users) and work hours. The proponents note that hi-tech workers tend to <br />work at different hours that a tradition 9 to 5 work day. <br /> <br />5.9 Existing noise levels have historically exceeded state noise standards for residential areas <br />near County Road "D" and Cleveland A venue. The added traffic from the proposal will <br />not significantly increase or decrease noise levels. However, construction noise may <br />have a temporary impact, but only during weekday daytime construction hours. <br />Construction for the building is estimated to take 12 to 14 months, during which noise <br />and construction dust will be managed to reduce impacts, as much as possible. <br /> <br />5.10 EAW Comments: As on December 12,2001, the staff has received comment from <br /> <br />. MnDOT regarding protection and permitting of work in or near state highway right- <br />of-way and MSA roads; <br />. Metro Council regarding the description and illustration of bus routes near Centre <br />Pointe that serve this site along Cleveland Avenue; <br />. MnPCA regarding NDPES permits, storm water runoff and ponding calculations; <br />.
