18. Water Quality - Surface Water Runoff:
a. Compare the quantity and quality of site runoff before and after the
project. Describe methods to be used to manage and/or treat runoff.

The Centre Pointe Business Park has been developed with sites meeting
the Business Park PUD requirement of 25% green space. The 1997 EA W
was developed assuming that 25% of the developed area would be green
space. The proposed improvements to the Solutia site will exceed the
minimum green space requirements of 25%.

A stormwater pond located just south of the site has been sufficiently
designed to handle the site runoff. The proposed site will produce a peak
flow of approximately 3.84-CFS and a total quantity of 0.68 acre-feet for a
100-year event.

b. Identify the route(s) and receiving water bodies for runoff from the
site. Estimate the impact of the runoff on the quality of the receiving
waters. (If the runoff may affect a lake consult ,rEA W Guidelines"
about whether a nutrient budget analysis is needed.)

The site will drain to the existing stormwater pond through the storm
sewer system. The stormwater pond drains to an existing storm sewer
located in Centre Pointe Drive. Once in the sewer the water is carried
north and then west to Ramsey County Ditch #2. Ditch #2 transfers and
discharges the water into Rice Creek. County Ditch #2 has been designed
to accept water from this area. The development of this site will not
adversly affect the existing storm drainage system.

Page 16
