If yes, as applicable, give location and purpose of any new wells; public supply
affected, changes to be made, and water quantities to be used; the source, duration,
quantity and purpose of any appropriations; and unique well numbers and DNR
appropriation permit numbers, if known. Identify any existing and new wells on the
site map, If there are no wells on site, explain methodology used to determine,

There are no wells on the site that will be abandoned as a result of the project.

The development will be served by the existing municipal water system and will not
involve the installation of any wells,

No appropriation of ground or surface water will be required. No dewatering is
expected to occur.

The City of Roseville municipal water supply will be used. Roseville receives its
water from the City ofSt. Paul, Appropriation Permit Numbers 756227 (Vadnais
Lake), 756228 (Centerville Lake), 756229 (Otter Lake), 756230 (Mississippi River),
and 776229 (unnamed groundwater wells). Water is utilized from the 5 sources in
approximately equal amounts. The City of Roseville has a water demand of 2-
million gallons per day.

Using an average annual demand per square foot of 0.070 gpd/ft2 for commercial
uses, MJ. Hammer and W. Viessman, Ir" Water Supply and Pollution Control, 5th
Edition, (New York: Harper Collins College Publishers, 1993), Total water demand
for Centre Pointe Business Park as currently planned is 56,245 GPO. The increase
due to the Solutia site would create an additional 1,085 GPO. This would bring the
total usage to 57,330 GPO. According to the St. Paul Water Utility, the maximum
capacity of their water supply facility is 168 million GPO and their current average
utilization rate is 52 million GPO. There is sufficient capacity to accommodate the
estimated total demand of 57,330 GPO for the site.

14. Water-related land use management district. Does any part of the project site involve a
shore land zoning district, a delineated 1 OO-year flood plain, or a state of federally
designated wild or scenic river land use district? Yes No
If yes, identify the district and discuss project compatibility with the district land use
restrictions,

The City of Roseville has a shoreland management ordinance that applies to specified water
bodies in the City, which are listed in the ordinance (Subsection 1016.13), The project site
does not contain any of the specified water bodies, nor does any shoreland district extend
onto the project site from nearby water bodies. Although ONR Wetland 50W is near the site
on the south and 203W on the east, neither of these bodies is listed in the shoreland
ordinance. Therefore, the project site does not involve a shoreland district.

No floodplains or river-related districts have been established in Roseville.

Environmental Assessment Worksheet
Centre Pointe Business Park
