<br />The boundaries of Centre Pointe are I-3SW to the west, Cleveland Avenue to the east, <br />County Road D to the north and DNR Wetland SOW and County Road C to the south. <br />Adjacent lands are currently developed or not developable (i.e.: roads, wetlands). There are <br />no adjacent outlots platted. No future development is anticipated on adjacent lands. <br /> <br />Centre Pointe Business Park fronts I-3SW through Roseville, a mature first-ring suburb. A <br />service station, trucking operation and residences had previously used the site until it was <br />cleared in the mid-1980s for the Centre Pointe project. Current adjacent land uses include <br />roadways, a stormwater pond, and office buildings constructed as part of the original Centre <br />Pointe development. Trucking operations and residences can be found immediately beyond <br />Centre Pointe, Centre Pointe Solutions proposes completing the redevelopment of a partially <br />completed business park. Once complete, the cumulative environmental impact of Centre <br />Pointe to other past, present, and reasonably foreseeable future projects is expected to be <br />minimal. Compared with the site's historic uses (i.e.: trucking operation and a service <br />station), the completed Centre Pointe redevelopment would be considered an environmental <br />benefit. The areas immediately adjacent to Centre Pointe are currently fully developed and <br />the completion of Centre Pointe, thus, is not expected to cause any reasonably foreseeable <br />future development in the area, <br /> <br />30. Other potential environmental impacts. If the project may cause any adverse environmental <br />impacts not addressed by items 1 to 28, identify and discuss them here, along with any <br />proposed mitigation. <br /> <br />All known and anticipated environmental impacts were previously addressed in questions 1 <br />through 29. <br /> <br />31. Summary of issues. Do not complete this section if the EA W is being done for EIS scoping; <br />instead, address relevant issues in the draft Scoping Decision document, which must <br />accompany the EA W. List any impacts and issues identified above that may require further <br />investigation before the project is begun. Discuss any alternatives or mitigative measures <br />that have been or may be considered for these impacts and issues, including those that have <br />been or may be ordered as permit conditions. <br /> <br />1. Traffic - The overall conclusion of the traffic analysis report is that the current proposed <br />Centre Pointe development would not cause any significant negative traffic impacts at <br />the any of the 10 intersections that have been examined. The traffic impacts associated <br />with the current Centre Pointe development proposal are nearly identical to the impacts <br />that would have been experienced with the Centre Pointe development proposals <br />approved in April of2001, February of2000 and in the spring of 1997. <br /> <br />2. Air Quality - CO levels predicted at each receptor by modeling traffic levels at County <br />Road C are very low. This is because, although it is the busiest intersection by traffic <br />count, the intersection of Cleveland and County Road C is relatively far from the <br />receptor locations established, The CO standards are not projected to be exceeded at any <br />of the receptor locations assuming the project is developed as envisioned, and using the <br />information and methods outlined in the EA W.
