<br />PURPOSE AND BACKGROUND INFORMATION <br /> <br />The purpose of this traffic study is to detennine what impact a proposed increase in office <br />space in the Centre Pointe Business Park will have on the adjacent roadway system. The <br />results of this study will be used by the City ofRoseville during its development review <br />process and will be included as part of a voluntary Environmental Assessment <br />Worksheet. The Centre Pointe Business Park is located south of County Road D between <br />I-35W and Cleveland Avenue in the City ofRoseville. <br /> <br />IllSTORY OF CENTRE POINTE BUSINESS PARK AND PRIOR TRAFFIC STUDIES <br /> <br />The Veritas Software Company ("Veritas") proposes to expand its corporate facilities by <br />approximately 122,000 square feet within a portion of the Centre Pointe Business Park. <br />Ryan Companies US, Inc. is assisting Veritas in the development of its corporate <br />. facilities. <br /> <br />In 1985, Woodbridge Properties, Inc. proposed constructing Centre Pointe, which <br />included 647,080 square feet of office and garden/office/service space. As part of the <br />approval process, an Environmental Assessment Worksheet, Traffic Study, and <br />Development Plans were prepared for the City ofRoseville in December of 1985. In <br />February 1986, the City ofRoseville adopted a negative declaration on the need for an <br />Environmental Impact Statement, and approved Woodbridge's development plans. <br />Woodbridge constructed supporting infrastructure for Centre Pointe (internal roads, <br />stonnwater ponds, and utilities) and three buildings. Due to market conditions, <br />Woodbridge did not complete the project. <br /> <br />In January of 1997, Ryan Companies US, Inc. became the developer of Centre Pointe and <br />submitted an EA W, Traffic Study, and related Development Plans. Additionally, an <br />Indirect Source Pennit was issued by the Minnesota Pollution C<;mtrol Agency. The <br />Traffic Study submitted by Ryan was prepared by the OSM fIrm dated November 1996. <br />Another Traffic Study was prepared by the BRW firm (March 1997), on behalf of the <br />City ofRoseville. The City used the BRW Traffic Study for its decisions concerning the <br />EA Wand Development Plans. <br /> <br />The Ryan proposal included a total of619,600 square feet; this total did not include the <br />three buildings already constructed by Woodbridge. In March 1997, the City again <br />adopted a negative~declaration on the need for an Environmental Impact Statement for <br />the revised Centre Pointe. In April 1997, the City approved the revised Centre Pointe <br />Development Plans and Planned Unit Development. <br /> <br />In February, 2000, the 1997 PUD was administratively amended to allow an increase in <br />building square footage by 10% (61,464 square feet) in Centre Pointe. The southern 16 <br />acres of Centre Pointe were sold to Veritas in 2000. Veritas is experiencing exponential <br />growth and needs more office space than was approved in the amended PUD. The <br />122,000 square foot increase in the PUD now proposed would be accomplished by <br />redesigning two proposed buildings and adding a parking structure.
