<br />FRAMEWORK FOR TRAFFIC FORECASTS AND ANALYSES <br /> <br />CENTRE POINTE BUSINESS PARK <br /> <br />The Centre Pointe Business Park approved in 1997 included approximately 150,000 sq., <br />ft. of showroom/office, approximately 350,000 square feet of general office space, two <br />hotels, and two restaurants. The changes to the development concept approved in early <br />2000 eliminated the office/showroom use and one of the restaurants and included an <br />approximate total of 560,000 sq. ft. of general office. The current proposed Centre Pointe <br />Business Park includes three hotels (one with a restaurant), approximately 230,000 sq. ft. <br />of general office, a 6,600 square foot office building and a corporate campus with about <br />380,000 sq. ft. of office space. Two hotels and all of the general office space have <br />already been constructed. Construction is currently underway for one of the three <br />buildings that will make up the Veritas corporate campus and the third hotel building. <br /> <br />ROADWAY CHARACTERISTICS <br /> <br />Cleveland Avenue, County Road C, and County Road D will be the primary roadways <br />that provide access to/from the site. North of the ramps to/from northbound 1-35W, <br />Cleveland Avenue is a four lane undivided roadway. Between County Road C and the <br />northbound I-35W ramps, Cleveland Avenue is a divided four-lane roadway. County <br />Road D (CSAH 19) is four lanes west of Cleveland Avenue and tapers to a two lane <br />section east of Cleveland Avenue. County Road C (CSAH 23) provides four lanes and is <br />divided west of the Cleveland Avenue intersection and undivided east of the Cleveland <br />Avenue intersection. Cleveland Avenue, County Road C, and County Road D are <br />classified by Ramsey County as arterial roadways. Centre Pointe Drive and Lydia <br />Avenue are existing local roads that serve the Centre Pointe Business Park. Veritas Way <br />is an existing private driveway on Cleveland Avenue that will also service development <br />traffic. <br /> <br />Existing intersection geometrics are illustrated in Figure 21-2 for the ten intersections <br />examined in this study. The following five examined intersections provide traffic signal <br />control: <br /> <br />· Cleveland Avenue / County Road C <br />· Cleveland Avenue /Northbound 1-35 Ramps <br />· Cleveland Avenue / County Road D <br />· Northbound 1-35 Ramps I County Road D <br />· Southbound 1-35 Ramps / County Road D <br /> <br />Traffic signals at these five intersections provide actuated control that responds to <br />changing traffic conditions. The intersection of County Road C and Cleveland Avenue <br />provides protected-only left turn phasing for all approaches. Left turns may advance only <br />when provided with a green arrow. The other four signalized intersections provide <br />protected/permissive left turn signal phasing for selected approaches.
