Northbound approach at intersection of Cleveland Avenue and the ramps to <br />northbound I-35W <br />· Northbound approach at intersection of Cleveland Avenue and County Road D <br />· Eastbound approach at intersection of County Road D and the ramps to <br />northbound 1-35W <br />· Eastbound and westbound approaches at intersection of County Road D and the <br />ramps to southbound 1-35W <br /> <br />Five unsignalized intersections were examined as part of this traffic study. They are <br />located on Cleveland Avenue and provide stop sign control for the approaches to <br />Cleveland Avenue. Traffic on Cleveland Avenue does not stop at these intersections. <br />The five unsignalized intersections examined are: <br /> <br />· Veritas Way / Cleveland Avenue <br />· County Road C2 (South Centre Pointe Drive) / Cleveland Avenue <br />· Lydia Avenue I Cleveland Avenue <br />· Brenner Avenue I Cleveland Avenue <br />· North Centre Pointe Drive / Cleveland Avenue <br /> <br />FUTURE ROADWAY CHANGES <br /> <br />Several roadway changes are expected prior to the 2004 forecast and analysis year and <br />have been included in the traffic analysis. Construction of Twin Lakes Parkway is <br />expected in 2002 and 2003. This new roadway will intersect Cleveland Avenue opposite <br />the existing intersection with the northbound I-35W ramps and continue east to Fairview <br />and Snelling AveI].ues. ,In conjunction with the new roadway, the loop from northbound <br />I-35W to westbound County Road C will be removed. An additional southbound lane on <br />Cleveland Avenue from the existing ramp intersection to County Road C and free right <br />turn lanes will accommodate traffic that currently utilizes the loop. Figure 21-3 <br />illustrates the geometrics that are anticipated at this intersection and that have been used <br />in the traffic analyses. We expect that protective/permissive left turn phasing will be <br />provided for all four approaches of the new Cleveland A venuelTwin Lakes Parkway <br />intersection. <br /> <br />Improvements to County Roads C and D are also expected prior to 2004. County Road D <br />will be reconstructed and upgraded to a three or four lane facility east of Cleveland <br />Avenue. County Road C will be upgraded to a divided facility with reduced access and <br />dedicated left turn lanes at access locations.
