<br />TRAFFIC FORECASTS <br /> <br />TRAFFIC FORECAST METHODOLOGY <br /> <br />The 2001 p,m. peak hour background traffic volumes presented in the 1997 Centre Pointe <br />Traffic Impact Study prepared by the BR W firm served as the basis for the current traffic <br />forecasts. The 2001 background traffic volumes in the BRW study are based on counts <br />conducted by the OSM firm in 1996, Barton-Aschman in 1994, and BRW in 1997. Also, <br />the RoseviIle Traffic Model was used by the BRW firm to assist in establishing the 2001 <br />background volumes. <br /> <br />The 2001 background traffic volumes were then adjusted to reflect the 2004 forecast and <br />analysis year and account for the following changes in traffic conditions between 2001 <br />and 2004: <br /> <br />· Increases in background traffic at a rate of two percent per year. This two-percent <br />rate was used in the 1997 BRW study and is based on historical ADT volumes. <br /> <br />· According to City staff: approximately 200,000 sq. ft of office will be constructed <br />as part of the Twin Lakes development by the end of 2003. An EA W was <br />prepared for the Twin Lakes development by the BR W firm in 1997. The trip <br />generation associated with the 200,000 sq. ft. of office represents 16% of the total <br />trip generation estimated for the Twin Lakes development when complete in <br />2010. To account for the completed portion of the Twin Lakes development in <br />the current traffic forecasts, 16% of the total site generated traffic was added to <br />the roadway system using the distribution from the 1997 Twin Lakes EAW. <br /> <br />· Construction of Twin Lakes Parkway is anticipated in 2002 and 2003. Slight <br />changes in traffic patterns are expected with the J',vailability of this new route and <br />have been estimated for the 2004 analysis year, using the 2011 background traffic <br />forecasts for the p.m. peak hour in the Twin Lakes EA W.
