Because of the <br />close proximity to the traveled roadway, the inspectors requested that <br />the Engineering Department review the installation with regard to city <br />ordinances. Because the work was done without a permit, Klodt, Inc. .was <br />directed to cease any further installation until the proper city <br />approvals were obtained. <br /> <br />Roseville Business Commons III is a new one-story office complex on the <br />east side of Patton Road. The owners of the new building are concerned <br />about views from their building to 'the west across Patton Road to the <br />loading area of the Allied Van Line property. By installing landscaping <br />on the west side of Patton~ Road adjacent to the Allied Van Line <br />property, they felt they could screen the truck terminal from their <br />building without reducing visibility of their building from Patton Road. <br />No communication has occurred between Klodt, Inc. and the Allied Van <br />Lines. <br /> <br />policy Objective: Interpretation of current city code prohibits the <br />placement of landscape material within the city boul~vard. The <br />boulevard area is kept clear of obstructions to ensure ample room for <br />snow storage and public and quasi public'utilities. In addition, the <br />clear boulevard is maintained to ensure safe travel conditions along , <br />city roadways. The city is responsible for the maintenance and eventual <br />removal of all boulevard plantings. <br /> <br />Recently, a committee has been formed through the Parks and RecreatiQn <br />Department to investigate the city's boulevard planting ordinances. <br />While the committee has not yet made specific recommendations, the <br />'Public Works Department has proposed a compromise ordinance that would <br />allow boulevard planting under certain controlled conditions. <br />~Specifically, plantings could be allowed within the outer most four feet <br />of the right:""of-way provided that such'plantings do not interfere with <br />existing utilities and travel sight lines and that they receive a permit <br />from'the city. It is expected that the committee will forward <br />recommendations to the city council within the upcoming year. <br /> <br />" <br /> <br />'- <br /> <br />..;. <br />
