Mr. Seaberg previously applied for rezoning to construct a <br />two family dwelling on this site. During the review, it was <br />determined that Mr. Seaberg could proceed without a rezoning <br />through the transition use provisions of the City's <br />ordinance. The city has subsequently eliminated the <br />transitional use provisions. Mr. Seaberg was 'originally <br />going to remove the existing single family dwelling on the <br />lot and construct a duplex. <br /> <br />2. Subsequent to the issuance of the building permit, Mr. <br />Seaberg has decided to subdivide the lot to allow the <br />existing single family dwelling to remain. <br /> <br />3; The request is for a rezoning of the total parcel from R-1. to <br />R-2, for a division of the lot to create one lot fronting <br />Wheeler for the newly constructed duplex and a lot along <br />Fairview for the existing single family dwelling, and for an <br />interim use permit for the single family dwelling to remain <br />for a period of five years. The dwelling would' have a non- <br />conforming rear setback of 12 feet instead of the required 30 <br />feet. In addition, during the review, it has been discovered <br />that there is an existing non-conforming billboard on the <br />property and the applicant has requested an interim use <br />permit to maintain the billboard on the site also. <br /> <br />4. The Roseville Planning Commission, on a 4-2 vote, recommends <br />approval of the rezoning, lot split, interim use permit for <br />five years for the house and interim use permit for one year <br />for the billboard. <br /> <br />Alternatives: <br /> <br />1. Approve Mr. Seaberg's request based on the finding that the <br />proposal is not detrimental to the general health, safety, <br />or public welfare of the neighborhood or community. <br /> <br />2. Deny Mr. Seaberg's request based on a finding that the <br /> <br />',' <br />'. <br />
