<br />, <br /> <br />To: Planning ,Commission <br /> <br />From: Lon Aune, Assistant Public Works Director <br /> <br />RE: LINCOLN DRIVE EXTENSION, SUMMARY OF SEH FEASIBILITY REPORT <br />Date: August 14, 1993 <br /> <br />On March 8, 1993, the City Council received a petition from <br />College Properties, Inc. requesting the construction of Lincoln <br />Drive across the Paul's Place property. From this petition the <br />City Council directed the consulting firm of Short, Elliott, <br />Hendrickson to prepare a feasibility report for this project. <br /> <br />EXISTING CONDITIONS: <br /> <br />Currently, Lincoln Drive does not exist between Terrace Drive and <br />Lydia Avepue. The roadway that exists between Terrace Drive and <br />Lydia Avenue is the frontage road adjacent to Snelling Avenue. <br />Due to the location of the frontage road'with respect to <br />Snelling, the turning movements are limited at Lydia Avenue to <br />right-turn only. The signalized intersection at County Road C-2 <br />has limited stacking distance for the vehicles entering onto <br />Snelling Avenue from the west. <br /> <br />Along the west side of the project is county Ditch 4 that runs <br />from Oasis Pond under Lydia Avenue. The drainage ditch was <br />constructed with an 8' bottom and 2 to 1 side slopes. The <br />drainage ditch passes under Lydia Avenue through an existing box <br />culvert configuration. <br /> <br />PROPOSED IMPROVEMENTS: <br /> <br />Roadway: <br /> <br />The proposed Lincoln Drive is to be constructed as a two-lane, <br />36' wide, undivided roadway. A second southbound lane is <br />proposed 'at Terrace Drive to accommodate turning movements. It <br />is proposed to widen both the northbound and southbound lanes at <br />County Road C-2 to accommodate turning movements, and at Lydia a <br />second northbound lane and median is proposed to accommodate <br />turning movements. The alignment of Lincoln Drive at Lydia would <br />be consistent with the alignment of the existing entrance onto <br />Lydia from the Northwestern College campus. This alignment would <br />provide for full turning movements at that intersection. <br />
