PUD
Metropolitan Council Referral File No. 15347-5

Dear Mr. Jopke:

At its meeting on December 2, 1993, the Metropolitan Council considered the city of Roseville's
comprehensive plan amendment. This consideration was based on the following report from the
Consent List which was adopted by the Council:

This plan amendment proposes to change the land use designation of 14.5 acres from
business/medium density residential to high density residentia1{mstitutional/business. The
development proposed for the site includes independent and assisted senior housing, a motel,
and a dormitory for college-related uses.

The city has adopted the Council's Interim Strategy for Surface Water Management. The city
will apply National Urban Runoff Program (NURP) Standards for storm water pond design
and the Minnesota Pollution Control Agency's Best Management Practices guidelines for
prevention of storm water runoff in review of all proposed development within the city. The
city intends to incorporate these standards into its comprehensive plan, storm water
management plan and land use controls as part of the city's overall comprehensive plan
update, scheduled for completion in June of 1994. In addition, the city plans to work with the
Department of Natural Resources to adopt revised shoreland regulations consistent with
statewide standards for management of shoreland areas and will notify the Council following
date of adoption.

The amendment is in conformity with metropolitan system plans and consistent with other
chapters of the Metropolitan Development Guide.

~~.

Dottie Rietow
Chair

DR:lv

cc: Steve Sarkozy, Manager, City of Roseville
Donald Bluhm, Metropolitan Waste Control Commission
Victoria Flood, Metropolitan Council Staff
Recycled Paper

*
