For the past several months, the previous owner was known to be in very poor health and he was approached by a number of interested buyers. Some of the more serious developers met with the City Staff and discussed their potential plans. Given the prominence of this site and the fact that it is zoned B-3 General Commercial (the most intensive commercial zoning possible in Roseville), these proposals included a large retail strip center and even a serious offer by an Indian tribe to convert the facility into a gambling casino. Given this background, you can understand how pleased we are to report that the buyer of Paul's Place is Northwestern College. While they have every right to develop what is now their property to its highest use allowable in our zoning code, we understand that the College intends to develop the site so that it has the appearance of an attractive extension of their campus. Constru.ction may c::x:::cur as early as next. spring. 'lherefore, we have the entire winter to work with them to refine their plans to both accomplish their objectives and to maximize the compatibility of their plans with the surrounding neighborhOQd. Given the importance of this property and the nearly fully developed nature of the surrounding neighborhood, the City and the College has suggested that this project should include a significant neighborhood participation process. We have directed our City Planning Consultant, John Shardlow, to organize and facilitate these neighborhood meetings and prepare and disseminate materials to info:rm you about this project. Given the rapidly approaching holiday season, we have scheduled the first meeting on 'lhursday, January 7. At that time, we will also discuss follow up meetings and how we will respond to your questions and concerns. In sununary, we wanted to notify you iImnediately of the sale of the Paul's Place Property. We also wanted to let you know that the new owner is Northwestern College. While there are numerous iIrportant issues to be resolved, we are confident that we can work cooperatively with the COllege and their representatives and you and your neighbors to develop plans to greatly upgrade this site to the benefit of all concerned.
