For the past <br />several months, the previous owner was known to be in very poor health and he was <br />approached by a number of interested buyers. Some of the more serious developers <br />met with the City Staff and discussed their potential plans. Given the <br />prominence of this site and the fact that it is zoned B-3 General Commercial (the <br />most intensive commercial zoning possible in Roseville), these proposals included <br />a large retail strip center and even a serious offer by an Indian tribe to <br />convert the facility into a gambling casino. <br /> <br />Given this background, you can understand how pleased we are to report that the <br />buyer of Paul's Place is Northwestern College. While they have every right to <br />develop what is now their property to its highest use allowable in our zoning <br />code, we understand that the College intends to develop the site so that it has <br />the appearance of an attractive extension of their campus. Constru.ction may <br />c::x:::cur as early as next. spring. 'lherefore, we have the entire winter to work with <br />them to refine their plans to both accomplish their objectives and to maximize <br />the compatibility of their plans with the surrounding neighborhOQd. <br /> <br />Given the importance of this property and the nearly fully developed nature of <br />the surrounding neighborhood, the City and the College has suggested that this <br />project should include a significant neighborhood participation process. We have <br />directed our City Planning Consultant, John Shardlow, to organize and facilitate <br />these neighborhood meetings and prepare and disseminate materials to info:rm you <br />about this project. <br /> <br />Given the rapidly approaching holiday season, we have scheduled the first meeting <br />on 'lhursday, January 7. At that time, we will also discuss follow up meetings <br />and how we will respond to your questions and concerns. <br /> <br />In sununary, we wanted to notify you iImnediately of the sale of the Paul's Place <br />Property. We also wanted to let you know that the new owner is Northwestern <br />College. While there are numerous iIrportant issues to be resolved, we are <br />confident that we can work cooperatively with the COllege and their <br />representatives and you and your neighbors to develop plans to greatly upgrade <br />this site to the benefit of all concerned. <br /> <br />We wish you a heal thy and happy holiday season and we look forward to working <br />with you in January and throughout the next several months on this exciting <br />project. <br />
