PUD <br />Metropolitan Council District No.3 <br />Metropolitan Council Referral No. 15347-5 <br /> <br />Dear Mr. Jopke: <br /> <br />The Metropolitan Council staff has reviewed the city's plan amendment received by the Council on <br />June 4, 1993. We have determined that the proposed amendment is incomplete for Council review. <br /> <br />The plan amendment is incomplete for two reasons. First, the amendment does not include information <br />indicating that the city has adopted the Metropolitan Council's Interim Strate2V to Reduce Nonpoint <br />Pollution to All Metropolitan Water Bodies. The strategy requires local governments to 1) amend their <br />comprehensive plan, land use controls and stormwater plan to control the quality of stormwater runoff. and <br />2) adopt the revised statewide shoreland regulations. Adoption of these measures is required after <br />January 1, 1993. <br /> <br />Secondly, the city has received two time extensions to respond to the Council's 1988 Systems Information <br />Statement. The last extension approved by the Council ended on January 10, 1993. The city should <br />submit a response to the systems statement, or an update of their Tier 1 comprehensive sewer plan to <br />confirm the city's wastewater flow projection for both the year 2000 and 2010. <br /> <br />In order to correct the problem of completeness so that the Council can proceed with its review of this <br />amendment, the city must revise the amendment to incorporate policies that address the Interim Strategy <br />(see attached model language) and indicate its commitment to adopt revisions to its land use controls by a <br />date certain. In addition the city should submit the necessary sewer information. <br /> <br />The Council cannot act on the proposed amendment until it receives the needed information, and the ' <br />review period for the plan amendment will not begin until the information has been supplied.
