PROPOSAL <br /> <br />1. The Creek - County Ditch NO.4: <br />The majority of the concerns pictured by the neighbor are in Arden Hills. <br />Much of what was shown of the larger gullies have been caused in years <br />past. Some problems have occurred due to the new library that was built <br />last fall. Winter stopped some work from being completed. <br /> <br />There are some areas that do need to be addressed. Northwestern <br />College has heired Damon Farber, a landscape architect, to recommend <br />a plan of action that can be taken to address the situation. This was done <br />with the agreement of Steve Sarkozy. Mr. Farber has already visited the <br />site and started the process. We believe the problems as shown were <br />somewhat overstated and invite the City of Roseville to have their <br />Public Works Department monitor the process. <br /> <br />You on the City Council have addressed the flooding problems by your <br />actions at your meeting Mooday evening. Our redevelopment project will <br />decrease the amount of water introduced into Ditch No.4. <br /> <br />2. Independent LMng: <br />We propose to reduce the height of the seven story Independent Living <br />building by fifteen feet. We will further step down the ends of the building <br />closest to the neighbors to five stories. This will reduce the number of <br />apartment units in the building to 132. In doing this we will be within <br />about six feet of other senior housing developments already in residential <br />areas of Roseville. <br /> <br />As to the desirability of tall buildings with high densities being used for <br />senior housing - there are 103 buildings listed in the 1992 SENIOR <br />HOUSING DIRECTORY that are seven stories high or taller. Many of <br />them are over 20 stories. This comprises 25% of all the senior housing <br />buildings listed in the directory.
