Mayor Roe noted that the ongoing improvements, efficien- <br /> cies, and joint efforts with other communities and their further enhancements, <br /> should be added to Councilmember Willmus' observations. <br /> Specific to garbage hauling, Councilmember Willmus referenced the recent <br /> League of Women Voters' forum and comments received from the Village of St. <br /> Anthony that had recently transitioned into organized hauling with a consortium. <br /> Councilmember Willmus expressed his interest in seeing actual costs realized <br /> with that system brought forward from staff for additional discussion, including <br /> what part organics played in that picture. <br /> Mayor Roe noted that information would prove helpful, as St. Anthony was oper- <br /> ating under the newer legislation versus the past City of Maplewood and their re- <br /> sults. <br /> If the City Council was of a consensus, City Manager Trudgeon offered to ask the <br /> City Administrator from the Village of St. Anthony to present that information at <br /> the October 20, 2014 City Council work session. <br /> For the purposes of hearing the information and facilitating discussion, Mayor <br /> Roe so directed staff. <br /> Specific to the property tax question, Councilmember McGehee noted that there <br /> were some things that could be done that would provide significant savings, but <br /> that may prove drastic. Of note, Councilmember McGehee noted that the de- <br /> mographics of Roseville had changed from 1998 to 2014 for general median in- <br /> come compared to other communities within Ramsey County, as well as other <br /> suburbs. While Roseville was historically considered a middle class community, <br /> Councilmember McGehee noted that was no longer true, and an that income level <br /> had actually decreased rather than increased, due to general economic circum- <br /> stances; and those impacts needed to be taken into consideration as part of the <br /> discussion. <br /> Mayor Roe opined that with that particular response in 2014,part of it may be due <br /> to a fatigue factor, since significant things had been dealt with over the last few <br /> years, including a new fire station and park renewal program and related tax in- <br /> creases, increased infrastructure funding as part of the long-range capital im- <br /> provement program, and other significant issues that probably brought those <br /> numbers into the forefront of survey respondents and their subsequent responses <br /> about the tax levy and service levels. <br /> Councilmember Etten advised that, when survey responses like those were ad- <br /> dressed specific to the levy, he relied on staff to address the issue before it came <br /> to the City Council level for discussion, by providing recommendations on poten- <br />
