<br />,,' - <br /> <br />. <br /> <br />t <br /> <br />e <br /> <br />EXHIBIT 3 <br /> <br />Proposed Use of the Property - pertaining to Application Paragraph 8 <br /> <br />Fine Associates Incorporated contemplates the construction by Con- <br />solidated Toy Company of St. Louis, Missouri of a 32,000 sq. ft. <br />"Toy City." retail store on approximately :t 3.7 acres in accordance <br />with one of the two enclosed site plans. <br /> <br />Descriptive plans, covering grading, drainage, architecture, parking <br />and landscaping are enclosed with this application. <br /> <br />In addition, enclosed is a color photograph of a Toy City store <br />located in Brooklyn Center, Minnesota, which is similar in most <br />respects to the store proposed for Roseville. <br /> <br />Construction: The building will be constructed with a brick masonry <br />exterior. <br /> <br />Parking: 193-200 stalls. <br /> <br />Signs requested: In accordance with the enclosed dimensional drawings. <br /> <br />Description' of .the' exp'ect'ed 'e'ffe'ct:of 'the :prO'p'o's'ed zonin'g 'change, <br />Paragraph 10 <br /> <br />In April, 1972, Fine Associates Incorporated acquired the 32.76 acre <br />site known as the 'Rose Drive~In Theatre 'property on the corner of <br />County Road C and Snelling Avenue in the City of Roseville. Since <br />that time, Fine Associates Incorporated has been working toward ac- <br />complishing a master planned subdivision of the site. Our prime goal <br />is to create a development that is feasible 'and that involves a com- <br />prehensivesubdivision plan for the site done substantially in accord- <br />ance with Roseville's comprehensive land use plan. <br /> <br />v <br /> <br />Until this year, the intentions of the Minnesota Department of Trans- <br />portation to take approximately 7 acres of our site 'for future highway <br />interchange purposes were not well defined. The Department of Trans- <br />portation is now in process of acquiring our access to Snelling Avenue <br />and approximately 7 acres of land area shown as "Highway Right of Way" <br />on the enclosed exhibits. In contemplation of this taking, Fine <br />Associates Incorpor."ated entered. into' an ,agreemerit'.with the' City. .of <br />Roseville involving the future construction of the frontage and access <br />road which will serve our property and the development to the north of <br />our site.
