The subdivision shown on the <br />enclosed drawings will permit an orderly planned progression of future <br />development. <br /> <br />Our first proposed user is Consolidated Toy Company of St. Louis, <br />Missouri. Consolidated Toy Company has agreed to purchase 3.7 acres <br />from us in accordance with the plans enclosed and to construct on <br />the land purchased a 32,000 square foot retail store which is best <br />described as a high-quality supermarket for sale of all kinds of <br />children's merchandise, including children's books, educational toys, <br />arts and crafts, junior science sets, electronic and other games, <br />bicycles, children's furniture, sporting goods and toys. Currently <br />there are two such stores located in the Twin Cities area, one in <br />Bloomington near the 'Southtown Shopping Center, and the second in <br />Brooklyn Center near Brookdale on Highway 100. <br /> <br />The expected effect of the proposed change in the use of the Rose <br />Theatre property if approved by Roseville will be as follows: <br /> <br />1. The Rose Drive~In Theatre will be torn down in late fall 1978. <br /> <br />2. Toy City will construct and open an all brick retail store and <br />associated parking lots and landscape areas, all in accordance <br />with the enclosed plan by late fall of 1978. <br /> <br />3. Upon final condemnation by the Department of Transportation of <br />the Highway Department right-of-way, the agreement between the <br />City of Roseville and Fine Associates Incorporated for the con- <br />struction of the frontage 'and access road will be 'implemented <br />with 'the construction' of the frontage 'road occurring in the <br />right-of-way shown on the attached drawings most probably in the <br />summer of 1979. <br /> <br />4. The Rose Theatre land will be improved with roads and utilities <br />and prepared in a manner that will permit Fine Associates In- <br />corporated to attract additional quality development to Roseville <br />by bei~g able to offer prospective 'users improved platted land. <br /> <br />5. Adequate on-site parking will be provided. <br /> <br />6. Improved traffic circulation for the traffic that will be <br />generated both off and on the site will occur as a result of <br />construction of the frontage road. <br /> <br />7. The Pascal Avenue neighborhood will be 'permanently protected <br />from use of Pascal Avenue as an access road for development <br />later occurring on the Rose site. <br />
