REQUEST FOR COUNCIL ACTION <br /> Date:November 10, 2014 <br /> Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Resolution Authorizing City Manager to apply for SCORE Funding Grant <br />B <br />ACKGROUND <br />1 <br />State law requires counties to manage the waste produced by citizens and businesses by waste <br />2 <br />reduction, reuse, and recycling in preference to landfilling. In 1989, the Legislature adopted <br />3 <br />legislation, based on recommendations made by the Governor’s Select Committee on Recycling <br />4 <br />and the Environment (SCORE), to further waste reduction, reuse, and recycling. Among other <br />5 <br />things, SCORE statutes authorize state grants for recycling, managing problem materials, <br />6 <br />educating the public, and other related activities. <br />7 <br />Ramsey County passes through a portion of its SCORE funding to cities. The County requires <br />8 <br />the funding be used for waste reduction, reuse and recycling programs. The County further <br />9 <br />requires the cities to have a permanent source of funding for their waste reduction, reuse and <br />10 <br />recycling programs. Roseville responded by approving the establishment of a recycling fee that <br />11 <br />has been included as a part of the quarterly utility bill. <br />12 <br />Ramsey County has announced that cities may apply for SCORE funds for 2015. Grant amounts <br />13 <br />are based on the amount of funds received from the State and the city’s population. In 2015, <br />14 <br />Roseville is eligible for $70,419.00 <br />15 <br />The application process for the grant requires a resolution adopted by the City Council. <br />16 <br />BI <br />UDGET MPLICATIONS <br />17 <br />The grant will be used to pay a portion of the Curbside Recycling Program including the Clean <br />18 <br />Up Day. <br />19 <br />SR <br />TAFF ECOMMENDATION <br />20 <br />It is recommended the Council adopt a resolution authorizing the City Manager to apply for the <br />21 <br />grant. <br />22 <br />RCA <br />EQUESTED OUNCIL CTION <br />23 <br />A motion adopting a resolution authorizing the City Manager to submit a grant application to <br />24 <br />Ramsey County for a 2015 SCORE Grant in amount of $70,419.00. <br />25 <br />Prepared by: Duane Schwartz, Public Works Director <br />Attachments: A: Resolution <br />Page 1 of 1 <br />
