Attachment D <br />EMO8,2014, <br />XTRACT OF THE INUTES OF THE CTOBER <br />RPC <br />OSEVILLE LANNING OMMISSION <br />a.PLANNING FILE 14-020 <br />Request by Spire Credit Union for an Interim Use to allow two “Opening <br />2016” signs placed on the vacant lot at 1880 Perimeter Drive <br />Chair Gisselquist opened the Public Hearing at 6:36 p.m. <br />City Planner Thomas Paschke reviewed the request as detailed in the staff report and <br />attachments dated October 8, 2014; consisting of Spire Credit Union seeking the <br />installation of two signs noting their new facility will be coming in 2014, according to <br />sign regulations considered as temporary as proposed by the applicant consistent with <br />City Zoning Code. <br />Upon review, staff analysis suggested an Interim Use process for these <br />construction/development signs prior to issuance of a building permit, but not falling <br />within the parameters of temporary signs. Mr. Paschke advised that the applicant had <br />held an open house on October 2, open house, with no one attending that open house <br />other than the applicant. <br />At the request of Member Daire, Mr. Paschke confirmed that this Interim Use permit is <br />not for the bank construction or use itself, but only for two construction signs; and <br />clarified the provisions of the City’s sign regulation section of code for permanent and/or <br />temporary signs; and the difference in this request for signage prior to development or <br />construction on the site in advance of a building permit being issued. <br />At the request of Member Cunningham, Mr. Paschke clarified that a temporary sign <br />would be limited to 60 days; therefore, an Interim Use permit seemed the most <br />appropriate method for this requested signage prior to construction being initiated. <br />Chair Gisselquist closed the Public Hearing at 6:45 p.m., no one spoke for or against. <br />MOTION <br />Member Boguszewski moved, seconded by Member Murphy to <br />RECOMMEND to the City Council approval of the proposed INTERIM USE <br />as conditioned and detailed in the staff report dated October 8, 2014 (PF 14- <br />020). <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />
