BACKGROUND <br /> <br />In January, 1990, Roseville Properties requested, and the City <br />Council approved, a rezoning for the warehouse building and <br />property at County Road B-2 and Prior from 1-1 to B-4, in order to <br />allow Schneiderman's and Lieberman's retail operations there. As <br />part nf the same approval, a Spec~al Use Permit ~nd variance ~ere <br />granted, with conditions. The B-4 District required site plan <br />review and approval by means of a Special Use Permit for all <br />developments. The var iance was for the a1'\ount of parking, since <br />the site did not meet th~ Code standard for retail use. A large <br />portion of the building was (and still is) used for storage, but a <br />proof of parking plan was submitted in case more parking would be <br />needed in the future for other retail tenants. Ther~ was <br />conside~:able discussion at the time about exactly what standards <br />the prcperty would need to adhere to, and the app::-oval conditions <br />were quite explicit. Roseville Properties is "ow requesting a new <br />variance to relax some of these conditions. <br /> <br />Toe conditions adopted by the City Council on January 22, 1990, <br />are as follows: <br /> <br />1.
