REQUEST FOR COUNCIL ACTION <br />Date: 12-01-14 <br />Item No.: <br />13.b <br />Department Approval City Manager Approval <br />An appeal for an exemption from from <br />Item Description: <br />the Roseville Senior Apartment Building located at 1045 Larpenteur. <br />B <br />ACKGROUND <br />1 <br />The subject property is a 127 unit senior apartment building located at 1045 Larpenter Avenue. <br />2 <br />The structure was built in 1978 and is approximately 36 years old. <br />3 <br />The current owner islisted as the Good Neighbor Senior Apartment Partnership of Woodbury, <br />4 <br />MN. The property is managed by the Stanley Management Company, who has initiated this <br />5 <br />appeal. <br />6 <br />The exemption request is based upon the numbers of inspections already being performed each <br />7 <br />year by other regulatory agencies, stating theirtenants object to the numbers of intrusions into <br />8 <br />their apartments (see attachment). <br />9 <br />Numbers of inspections required license program (based on license type <br />10 <br />obtained): <br />11 <br />With a Type A license, each tenant would be subject to approximately 1 inspection every <br />o <br />12 <br />12 years(inspecting 25% of units every 3 years). <br />13 <br />With a Type B license, each tenant would be subject to approximately 1 inspection every <br />o <br />14 <br />8 years(inspecting 25% of units every 2 years). <br />15 <br />With a Type C license, each tenant would be subject to approximately 1 inspection every <br />o <br />16 <br />4 years(inspecting 25% of units every year). <br />17 <br />With a Type D license, each tenant would be subject to approximately 1 inspection every <br />o <br />18 <br />2 years(inspecting 25% of units every 6 months). <br />19 <br />Rental License Ordinance inspections: <br />20 <br />Include inspection of elements not normally inspected by other agencies, suchas <br />o <br />21 <br />Building Maintenance and Preservation Code (which was <br />22 <br />written from a nationally recognized standard). <br />23 <br />Include inspection of the exterior property, the exterior of the building, common areas <br />o <br />24 <br />inside the building and 25% of the individual units. <br />25 <br />Common areas inside older building have been particularly problematic with a <br />26 <br />lack of maintenance to the older mechanical systems. <br />27 <br />Virtually all other apartment buildings inspected to date have had violations requiring <br />o <br />28 <br />corrections (some significant, some not). <br />29 <br />There are other developments in Roseville in the same or similar position of having multiple <br />30 <br />agency visits, and all are complying with the program. <br />31 <br />Page 1 of 2 <br /> <br />
