<br />32 <br />PO <br />OLICY BJECTIVE <br />33 <br />It is the purpose of to assure that Multifamily Rental Dwellings <br />34 <br />(MRDs) with 5 or more units in Roseville are decent, safe,sanitary,and well maintained. The <br />35 <br />implementation of anMRD licensing program is a mechanism to ensure that rental housing will not <br />36 <br />become a nuisance to the neighborhood; will not foster blight and deterioration; and/or will not create a <br />37 <br />disincentive to reinvestment in the community. The operation of an MRD is a business enterprise that <br />38 <br />entails responsibilities. Operators are responsible to assure that residents and children may pursue the <br />39 <br />normal activities of life in surroundings that meet the following criteria: safe, secure, and sanitary; free <br />40 <br />from crimes and criminal activity, noises, nuisances,or annoyances; and free from unreasonable fears <br />41 <br />about safety of persons and security of property. <br />42 <br />Property maintenance through the rental license ordinance is a key tool to preserving high-quality <br />43 <br />residential neighborhoods. In addition, the Land Use chapter (Chapter 3) and the Housing and <br />44 <br />45 <br />46 <br />and code compliance.
