B.A.CKGROUND <br />----- <br /> <br />The stru.:ture located an this property was built :!oout 15 years ago by <br />a health club orgamzation known as European Spa. The land was then <br />and is now zoned 8-1. Such a use is considered a low intensity <br />business use and is a permitted use in the 8-1 lone. Since Oak crest is <br />a residential collector street, the building and parking was set well back <br />from Oakcrest and Snelling Avenue Frontage Road. TIh.. Snelling Avenue <br />Frontage Road was also (until recently) the only access to a residential <br />development know;"! as the "Bolstead Addition", which coruisted of 22 <br />o.:lmes rt;cently removed for the expansion of P8~ilion Place. That <br />frontage road (Snelling Avenue) on the east side of this site will be <br />rehuilt as an emergel'.cy access on!)' to the future Pavilion Place <br />expanded shopplOg center and will not be used for reg.Jlcir traffic to or <br />from the shopping center ')r the propert y in question. <br /> <br />European Spa folded a f~w ye3rs aga and the building was reoccupied <br />by "Gold's Gym", who has also since ceased opt!ration!' at the site.
