Regular City Council Meeting <br /> Monday,November 17, 2014 <br /> Page 22 <br /> tions while ensuring the continuing safety of the Roseville community and emer- <br /> gency situations. <br /> Further discussion included current call-back responses of forty, and future pro- <br /> jections at a similar rate, anticipating no more than twenty calls annually for larg- <br /> er fire responses and under auto aid agreements with the Cities of St. Paul and/or <br /> Maplewood; and minimum wages paid according to contract for call backs when <br /> officers are off duty. <br /> Additional discussion included shift times; responsibilities of battalion chiefs in <br /> the future and those chores currently handled at night by part-time supervisors; <br /> proposed change in command staff to three battalion chiefs under the reorganiza- <br /> tion plan and the current inspector position eventually eliminated; and changes in <br /> administrative duties and time compared to current call outs or training or opera- <br /> tional to fully administrative positions. <br /> Discussion ensued regarding pros and cons for full-time and part-time, or a com- <br /> bination model; changes through attrition and impacts on hiring for future fire- <br /> fighters; and how to balance full- and part-time firefighters; with no hiring done <br /> of firefighters over the last two years in anticipation of this changing staffing <br /> model. <br /> Considerable discussion was held regarding the thirty-seven firefighters currently <br /> in the Fire Relief Association, in addition to retirees; and potential financial im- <br /> pacts as that sunsets in its current format and how those pension payouts would <br /> impact funding of the program, and based on the timing for this discussion to lim- <br /> it those liabilities through a minimum 3-4 year transition period with preliminary <br /> discussions with the Relief Association and the Relief Fund funded in excess of <br /> 100% at this time; and new firefighters coming in under the Public Employees <br /> Retirement Association(PERA)pension umbrella. <br /> Mayor Roe expressed appreciation for Chief O'Neill's explanation and discus- <br /> sion, noting that the City could not unilaterally dissolve the Relief Association, <br /> and recognized that under all three options, those numbers were built in, as well <br /> as addressing how the 2% received from the state could and would be used, as <br /> part of the 2% tax applied throughout Minnesota for property insurance and dis- <br /> tributed to Relief Associations. <br /> Mayor Roe expressed his support for Chief O'Neill's proposed transition timeline <br /> and model. <br /> Councilmember Laliberte expressed her appreciation to Chief O'Neill for coming <br /> prepared to these meetings and in providing the information requested, under var- <br /> ious scenarios. Councilmember Laliberte advised that she was not prepared to <br /> make a decision on this matter tonight. <br />
