G. <br />Agenda Section: <br />CONSENT <br /> <br />Item Description: Consideration of Acceptance of the "Area Wide Ground Water <br />Investigation Agreement" between the City of Roseville and the <br />Minnesota Pollution Control Agency for the Twin Lakes <br />Redevelopment Area per work associated with the US Environmental <br />Protection Agency Supplemental Assistance for Brownfields <br />Assessment Demonstration Pilot <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 The City of Roseville as part of the work plan under the $150,000 grant from the US <br />Environmental Protection Agency for a groundwater study of the Twin Lakes <br />Redevelopment Area has been working on an agreement with the Minnesota Pollution <br />Control Agency (MPCA) over the past year. <br /> <br />1.2 Officials at MPCA have reviewed and agreed to an agreement for implementation of future <br />ground water investigation and process for completion ofthe area wide ground water study. <br />The attached agreement outlines the duties and responsibilities of the City of Roseville and <br />the Minnesota Pollution Control Agency for that purpose. <br /> <br />1.3 The agreement is ready for execution by the City of Roseville upon final review by the City <br />Attorney. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 The Twin Lakes Redevelopment Plan was completed in the mid-1980s and incorporated into <br />the City's Comprehensive Plan. The purpose ofthis plan is to guide future development in <br />the area generally bounded by County Road C West on the south, Cleveland Avenue on the <br />west, County Road C-2 on the north, and Fairview A venue on the east. <br /> <br />2.2 To reduce the costs of possible contamination cleanup in the Twin Lakes Redevelopment <br />Area and continue to inform the citizens and businesses in Roseville on the redevelopment <br />efforts, the City applied for and received funds from the EP A, in an application authorized by <br />Council on March 22, 1999. <br /> <br />2.3 US EP A granted $200,000 in Brownfield Assessment Demonstration Pilot funds to the City <br />ofRoseville in June 1999. The goal ofthe Pilot was to provide up to $200,000 in grants over <br />two years for projects that test cleanup and redevelopment planning models, direct special <br />efforts towards removing regulatory barrier without sacrificing protectiveness, and facilitate <br />coordinated environmental cleanup and redevelopment efforts at the federal, state and local <br />levels. The funds were used to bring together community groups, investors, lenders, <br />developers, landowners and other affected parties to address the issue of cleaning up sites <br /> <br />RCA Ground Water Agreement (7/21/03) - Page 1 of3 <br />
