<br />contaminated with hazardous substances and preparing them for appropriate, productive use. <br /> <br />2.4 In addition, The City of Roseville applied for and received $150,000 in Supplemental <br />Assistance for Brownfields Assessment Demonstration Pilots from the US EP A in January, <br />2001, to conduct a regional groundwater study within Twin Lakes. The goals of the study <br />were as follows: <br /> <br />a) to accelerate redevelopment within the Twin Lakes Redevelopment Area; <br />b) to protect deep groundwater resources and receptors, and establish risk-based <br />redevelopment goals for the entire Twin Lakes Redevelopment Area rather than for <br />individual parcels; <br />c) to develop a standard regulatory approach to streamline investigations and <br />remediation on individual parcels in the Twin Lakes Redevelopment Area; and <br />d) to provide more certainty to property owners and developers regarding the cost and <br />timing of investigations needed on individual parcels. <br /> <br />2.5 The attached agreement completes goal outlined in 2.4(c) above, which provides an <br />understanding between the City of Rose vi lie and the MPCA on how to standardize regulatory <br />control for ground water contamination based upon the finding of the Area Wide Ground <br />Water Investigation Report. <br /> <br />2.6 S ecifically, the ose of the Agreement is to establish a framework for conducting an <br />area-wide ground water investigation wi . n the Twin Lakes Redevelopment Area in order to <br />satisfy MPCA requirements for ground water investigation needed to obtain environmental <br />assurances and to secure preliminary; property specific determination regarding the adequacy <br />of investigation. This will in turn, reduce the time and costs and uncertainty of <br />environmental regulations associated with the private redevelopment of the area. <br /> <br />3.0 STAFF COMMENT <br /> <br />3.1 A regional groundwater study ofthe Twin Lakes Redevelopment Area is critical to the long- <br />term successful redevelopment ofthe underutilized and potentially contaminated properties <br />in Twin Lakes. Given the City's preference to allow market-driven development to occur in <br />Twin Lakes, the groundwater study is one way the City can leverage federal funds to provide <br />useful information to property owners and developers regarding the state of the soil and <br />groundwater in Twin Lakes. The absence of such information and uncertainty about the <br />quality of the sites could hinder the redevelopment of the area by market forces. The <br />execution of the agreement between the City of Roseville and the MPCA further <br />provide regulatory assurance to property owners and developers and reduces time and <br />cost of redevelopment. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.1 Staff and its consultants have worked for almost a year to negotiate an agreement that is <br />acceptable to the MPCA under is environmental statutory limitations. MPCA is limited by <br />the controls outlined in the Minnesota Environmental Response and Liability Act (MERLA) <br /> <br />RCA Ground Water Agreement (7/21/03) - Page 2 of3 <br />
