REQUEST FOR COUNCIL DISCUSSION

ent Approval:
tb

Item Description: Update on Twin Lakes Master Plan Renewal Strategy Process (PF3232)

Manager Approved:

DATE: 11/20/00
ITEM NO: 8
Agenda Section:

1.0 BACKGROUND

1.1 As discussed at the Council work sessions in June and October, the proposed
Twin Lakes Master Plan Renewal process should achieve the following:

1.1.1 evaluate and update the original 1988 Master Plan;
1.1.2 incorporate the amendment in 1996 based upon the Twin Lakes Parkway;
1.1.3 evaluate changes in the Business Park market
1.1.4 ensure that redevelopment will maximize the City's current and future
investment policies and strategies
1.1.5 evaluate the environmental impacts based upon the amended master plan
through an Alternate Urban Area-Wide Review (AUAR) which is an
acceptable process by the Environmental Quality Board per Section
4410.3600 of the regulations for environmental review of development
areas. The content and form of the AUAR must be similar to an
Environmental Assessment Worksheet with the level of analysis
comparable to an Environmental Impact Study.
1.1.6 collaborate with the I-35W Coalition build out plans and other state and
county agencies plans to strengthen linkages among Jobs, Transportation,
and Housing.
1.1.7 evaluate future land uses and identify the costs, returns and impacts for the
community and the entire I-35W Corridor.

1.2 It is critical that new development within Twin Lakes complements (as much as
possible) the uses and public investments in other Roseville redevelopment areas
such as Gateway, Patton Road, CSM-Gateway West, Tower Place, and Centre
Pointe.

1.3 Staff is hopeful that a renewed plan with the background detail completed to
support it would position the City to more realistically capture another corporate
expansion project(s) and provide the framework for a more practical mixed-use
business park.

PF3232 - RCD(112000) Page I of 5
