<br />2.0 UPDATE ON RENEWAL STRATEGY PROCESS <br /> <br />2.1 The first part of the Twin Lakes Renewal Strategy included the bus tour in July. <br />The tour provided public policy makers with a perspective of what redevelopment <br />has occurred in Roseville and the basic challenges the community would face in <br />the continued effort to redevelop Twin Lakes. <br /> <br />2.2 The second process included strategy meetings with four key stakeholder groups <br />including property owners, area neighborhoods, key developers, and government <br />and non profit agencies that will need to be informed as part of the AUAR <br />process. These meeting were held on November 1 and November 2. <br /> <br />2.3 The strategy meetings provided the following: <br /> <br />a. Background and history of Roseville and the Twin Lakes Master Plan Process; <br />b. An outline of the goals and objectives for redeveloping the Twin Lakes Area; <br />c. A summary of existing conditions and three different land use plan scenarios; <br />and <br />d. Discussion on the strengths and weaknesses of each option and general <br />participant input on the process. <br /> <br />A summary of the comments from the strategy sessions is attached. <br /> <br />3.0 PLANNING COMMISSION ACTION <br /> <br />3.1 Staff discussed the land use scenarios with the Planning Commission on <br />November 8 and a public hearing was held regarding a possible amendment to the <br />Comprehensive Plan for the Twin Lakes Area. <br /> <br />3.2 Comments from the Planning Commission meeting included the following: <br /> <br />Planninf: File 3232: A request by the City of Roseville to amend the Comprehensive <br />Land Use Plan designation of the Twin Lakes Redevelopment Area from its current <br />designation of Business (B) and Industrial (I) to Business Park (BP), a new land use <br />designation. The Twin Lakes Redevelopment Area is generally located east of <br />Cleveland A venue, west of Lincoln Drive, south of County Road C2 and Brenner <br />Avenue, and north of County Road C. A map of the specific parcels can be obtained <br />from the Roseville Community Development Department. <br /> <br />Chairman Craig Klausing opened the public hearing and requested Community <br />Development Director Dennis Welsch to provide a verbal summary of the staff report <br />dated November 8, 2000. <br /> <br />Karen Milton, 2939 Mildred, noted some choices may affect lake and life quality. Leave <br />forest area on west side of lake. Housing should be town homes (not high density on <br />Lake). There is traffic (5-7000 vehicles}- concern that should be studied.
