<br />John Konula, representative of St. Paul Properties in area 10 and 12, noted viable <br />industries in area should remain as hi-tech, 20 businesses with 800 employees; <br />supported the option #2 hi-tech/hiflex uses. He submitted a letter to the Commission <br />dated November 8, 2000. <br /> <br />Amy Mammen, 2966 Mildred Drive, supported the amendment, eith options #2 or #3, <br />but opposed to big box retaiL <br /> <br />Sean Regan, Premier Bank, whose family owns area 7-2 trucking related sites, and <br />have an option on area 6, the Hard W. Trucking Site. He noted there are no options <br />available for retail users in Roseville. He explained his property plans from 1988 when <br />the site was designated on the Twin Lakes plan as "Retail". Office is a high risk <br />planned use in today's market. He supports option #4 including retail uses; this <br />process will have inspects on his property. Byerlys, the Tile Shop, the Fireside Shop <br />and other retailers are adjacent to the site. His sites are currently fully occupied with <br />truck and bus services. The retail users do not get TIF assistance. Retail should be <br />one of the options. Retail has become a high quality finish. Retail wages can be much <br />higher than normally thought of by the public. He is concerned ultimately about the <br />zoning on this site. The city needs to understand each property owner's concerns so <br />that all could collaborate. He welcomes further discussions. <br /> <br />There being no further public comment offered, Chair Klausing closed the hearing. <br /> <br />Member Mulder askedfor detail on Snelling access at the Parkway. He asked staff to <br />review the Woodbury Medical Complex or campus. He is opposed to traditional "Big <br />Box" retail, butfound Kowalski store in Woodbury more acceptable. This is a 20-year <br />vision; with no immediately threat to current businesses. <br /> <br />Motion: Member Mulder moved, second by Member Klausing, to continue the Public <br />Hearing to December 13 meeting. <br /> <br />Ayes: 4, Klausing, Olson, Wilke, Mulder <br />Nays: 0 <br />Motion carried. <br /> <br />Chair Klausing asked that staff spend more time on land use items. <br />Member Olson said she was supportive of option #2 and/or a medical campus. <br />Member Mulder suggested options not be "either/or" situations, but rather a <br />continuum of uses - or visioning process. There is not a significant discussion (yet) on <br />mixing of uses. <br /> <br />Chair Klausing suggested thinking in terms of ranking items that may be attractive in <br />each area. <br /> <br />Staff was asked to prepare a listing of uses and charts to make alternatives and <br />decision-making on Twin Lakes easier to compare. <br /> <br />PF3232 - RCD( 112000) Page 4 of 5 <br />
