<br />. Should consider a model building code for noise abatement to reduce <br />impact of noise on residents. <br />. May want to look at option #3 with just a full office development and <br />one with the hospital. <br />. Office development is more easily reused rather than big box or single <br />use developments. <br /> <br />Pathway/Sidewalks: <br />. Pathway connections to the park, transit and shopping areas are <br />suggested. <br />. Be conscious of pathway ownership and design issues; create <br />pathways that are public and can be used by the residents in the <br />evening; design can make these green spaces feel safe and welcoming <br /> <br />Transit: <br />. Transit is essential long term; buildings, pathways and roads should <br />reflect this. <br />. The service options should be readily accessible to transit. <br />. The more you are able to put building closer together and closer to the <br />street the greater success for transit use. <br /> <br />Traffic: <br />. Retail may work but customer vehicles will take up capacity of roads <br />needed for employee vehicles. <br /> <br />Policy: <br />. Retail use would reduce TIF obligation to area since Roseville' s <br />policy is not to use TIF for retail. <br />. The city is likely to get better and more stable tax base from <br />office/high tech flex, since big box retail doesn't pay a lot of taxes and <br />may be a trend in need of redevelopment soon <br />. Should consider mixed income housing that provides a variety <br />available for all income ranges. <br /> <br />Labor Market: <br />. Concern regarding availability of workforce to fill increased jobs. <br />. Should provide a plan to match types of jobs with housing need and <br />possibly look at housing with home based businesses, which would <br />help serve as a buffer to the rest of the residential areas.. <br /> <br />2 <br />
