<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />~.partm~nt pproval: <br />-~/W. <br />Item Description: Twin Lakes Master Plan Renewal Strategy Hearing (PF3232) <br /> <br />11anagerJ\pproved: <br /> <br />DATE: 11/08//00 <br />ITE11 NO: 6b <br />J\genda Section: <br />HEARINGS <br /> <br />1.0 BACKGROUND <br /> <br />Attached is a copy of the Year 2000 Twin Lakes Renewal Strategy for the Planning <br />Commission's review and recommendations. <br /> <br />1.1 On November 8th the Planning Commission will hold a hearing on the Twin Lakes <br />Renewal Strategy - which is an amendment to the City Comprehensive Plan. J\t <br />the Planning Commission meeting in October the proposed Twin Lakes 11aster <br />Plan Renewal process was explained. The planning process and the amendment <br />should achieve the following: <br /> <br />1.1.1 evaluate and update the original 1988 11aster Plan; <br />1.1.2 incorporate the amendment in 1996 based upon the Twin Lakes Parkway; <br />1.1.3 evaluate changes in the Business Park market <br />1.1.4 ensure that redevelopment will maximize the City's current and future <br />investment policies and strategies <br />1.1.5 evaluate the environmental impacts based upon the amended master plan <br />through an Alternate Urban i\rea- Wide Review (J\UAR), which is an <br />acceptable process by the Environmental Quality Board per Section <br />4410.3600 of the regulations for environmental review of development <br />areas. The content and form of the J\UJ\R must be similar to an <br />Environmental J\ssessment Worksheet with the level of analysis <br />comparable to an Environmental Impact Study. <br />1.1.6 collaborate with the I-35W Coalition build out plans and other state and <br />county agencies plans to strengthen linkages among Jobs, Transportation, <br />and Housing. <br /> <br />1.2 Another important element of the renewed master plan process is to more closely <br />evaluate future land uses and identify the costs, returns and impacts for the <br />community and the entire I-35W Corridor. <br /> <br />1.3 It is critical that new development within Twin Lakes complements (as much as <br />possible) the uses and public investments in other Roseville redevelopment areas <br />such as Gateway, Patton Road, CS11-Gateway West, Tower Place, and Centre <br />Pointe. <br /> <br />PF3226 - PCA( 11 0800) Page 1 of 3 <br />
