<br />2.0 RENEWAL STRATEGY PROCESS <br /> <br />2.1 The first part of the Twin Lakes Renewal Strategy has already been completed <br />with bus tour in July. The tour provided public policy makers with a perspective <br />of what redevelopment has occurred in Roseville and the basic challenges the <br />community would face in the continued effort to redevelop Twin Lakes. <br />2.2 The second process was completed November I and 2. The staff held strategy <br />meetings with four key stakeholder groups. The focus groups consisted of <br />property owners, area neighborhoods, key developers, and government and non- <br />profit agencies that will need to be informed as part of the AUAR process. The <br />strategy meetings provided the following: <br />a. a summary of existing plans and outline the inconsistencies between them; <br />b. three different land use plan scenarios; <br />c. an outline of the costs and impacts to the community of each land use plan <br />scenario and a discussion of the implementation strategies (proactive or <br />market driven; <br />d. a summary of the outcomes: new square footage, employment, wages, taxes, <br />infrastructure (greenspace, ponding, roads, park), and environmental cleanup <br />of each land use plan scenario; <br />e. discussion of the public planning options to more accurately portray the <br />desired land use scenario such as Comprehensive Plan Amendment or a new <br />Zoning District (possibly a PUD or "B-6" mixed use district). <br /> <br />2.3 After completion of the strategy meetings, staffwill consolidate the comments <br />and suggestions of the participants and will report to the Commission on any <br />additional findings at the public hearing on November 8t\ and then to the City <br />Council on November 27th. <br /> <br />2.4 Should the Planning Commission recommend approval of the Renewal Strategy, <br />and upon final Council approval of a revised plan, an Alternative Urban Area <br />Review (AUAR) process would begin in January, 2000, which would review all <br />environmental issues such as traffic, water storage and drainage capacity, air <br />quality, infrastructure improvements, landscaping, design plan, parking, etc. This <br />process will develop environmental mitigations to control impacts to the City. <br /> <br />2.5 Upon completion ofthe AUAR, which requires the review and comment by <br />several regulatory agencies, the community should have a better understanding of <br />the development potential in Twin Lakes. <br /> <br />2.6 Staff is hopeful that a renewed plan, with the background detail completed to <br />support it, will position the City to more realistically capture another corporate <br />expansion project(s) and provide the framework for a more practical mixed used <br />business park. <br /> <br />PF3226 - PCA(11 0800) Page 2 of 3 <br />
