<br />3.0 STAFF COMMENT <br /> <br />3.1 As outlined above, the detailed renewal strategy process is well under way. The <br />staff has prepared both visual and technical reports necessary to evaluate the <br />impact to the community of the 270 acre redevelopment master plan, including 46 <br />parcels. The technical plan amendment describes the possible redevelopment of <br />between 2.1 million s.f. , up to 3.5 million s.f. depending on the height ofthe <br />structures and the traffic and utility capacities. <br /> <br />3.2 Focus group meetings have been held. Staff will report on the findings at the <br />November 8th public hearing. <br /> <br />3.3 In addition to the Comprehensive Plan amendment, there will be a need to hire a <br />traffic consultant to evaluate the traffic capacity as part ofthe AUAR process in <br />beginning in December. There may be an opportunity to partner with the I-35W <br />Coalition's traffic consultant, SRTF, in this effort as they look at the traffic impact <br />all along the entire corridor based upon the build out study. <br /> <br />4.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />4.1 After the staff summary of the strategy and the findings from the focus group <br />meetings, and a discussion of the scenario recommended (2,3, or 4) by the staff, <br />open the hearing on the Twin Lakes Master Plan Renewal Strategy <br />Comprehensive Plan amendment and invite public comment. <br /> <br />4.2 If adequate information is in the Renewal Strategy, the focus group findings are <br />adequate, and a scenario can easily be selected for further study, by resolution, <br />approve and adopt the strategy and a scenario as an amendment to the <br />Comprehensive Plan and recommend it to the Council for approval. <br /> <br />It should be understood that to effectively implement the Twin Lakes Master Plan <br />Renewal Strategy, an Alternate Urban Area-Wide Review (AUAR) must also be <br />completed.
