Stat. 9 IISC.03, subd. 9, including no action and no further action <br /> <br />determinations, no further action agreements, no association determinations, off-site source <br /> <br />determinations, and full and partial certificates of completion. <br /> <br />The term "Area-Wide Ground Water Investigation" or "AGI", refers to a ground water <br /> <br />investigation which addresses the conditions in an area (e.g, the Site) composed of a number of <br /> <br />contiguous properties. An AGI is performed to minimize the amount of future additional ground <br /> <br />water investigation required for issuance of environmental assurances for individual properties <br /> <br />within the Site. The goal of an AGI is to characterize the hydrogeologic conditions across the <br /> <br />entire Site and the extent and magnitude of any ground water contamination originating from <br /> <br />releases at the Site, to identify portions of the Site for which additional ground water investigation <br /> <br />needs to be performed, to identify properties within the Site which are appropriately <br /> <br />characterized, and to establish the new information at specific properties which is needed to <br /> <br />satisfy MPCA requirements for the issuance of Environmental Assurances. <br /> <br />V. FRAMEWORK FOR INVESTIGATION. REVIEW AND REPORTING <br />REQUIREMENTS OF AREA-WIDE GROUND WATER INVESTIGATION <br /> <br />A. Phase I: Preliminary Environmental Assessment. The City has prepared and <br /> <br />submitted a Limited Environmental Site Assessment (LESA), dated July 2002, for <br /> <br />the Site to the MPCA. The MPCA shall review the LESA and provide comments <br /> <br />and suggestions for additions or modifications to the City within 60 days <br /> <br />following the effective date of this Agreement. The City shall provide <br /> <br />modifications to the MPCA within 60 days following the receipt of any <br /> <br />comments. <br /> <br />B. Baseline Ground Water Data Report.
