<br />EXTRACT OF MINUTES OF A MEETING <br />OF THE PLANNING COMMISSION OF THE <br />CITY OF ROSEVILLE, <br />RAMSEY COUNTY, MINNESOTA <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota, was duly held in the City Hall at 2660 Civic <br />Center Drive, Roseville, Minnesota, on Wednesday, November 8, 2000 at 7:30 p.m.. <br /> <br />The following members were present: Klausing, Olson, Mulder, Wilke <br />and the following members were absent: Rhody, Cunningham <br /> <br />Member _ introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 3232A <br /> <br />A RESOLUTION APPROVING AN AMENDMENT TO THE <br />COMPREHENSIVE PLAN MAP DESIGNATION FROM BUSINESS (B) AND <br />INDUSTRIAL (I) TO BUSINESS PARK (BP) FOR <br />TWIN LAKES REDEVELOPMENT AREA (P.F. 3232) <br /> <br />WHEREAS, the Twin Lakes Redevelopment Area is generally located east of <br />Cleveland Avenue, west of Lincoln Drive, south of County Road C2 and Brenner <br />Avenue, and north of County Road C, City of Roseville; and <br /> <br />WHEREAS, the proposal for the Twin Lakes Redevelopment Area requires a <br />Comprehensive Plan Map Designation Amendment from Business (B) and Industrial (I) <br />to Business Park (BP); and <br /> <br />WHEREAS, the planning process and amendment should achieve the following: <br /> <br />1) evaluate and update the original 1988 Master Plan; <br />2) incorporate the amendment in 1996 based upon the Twin Lakes Parkway; <br />3) evaluate changes in the Business Park market <br />4) ensure that redevelopment will maximize the City's current and future <br />investment policies and strategies <br />5) evaluate the environmental impacts based upon the amended master plan <br />through an Alternate Urban Area-Wide Review (AUAR), which is an <br />acceptable process by the Environmental Quality Board per Section <br />4410.3600 of the regulations for environmental review of development <br />areas. The content and form of the AUAR must be similar to an <br />Environmental Assessment Worksheet with the level of analysis <br />comparable to an Environmental Impact Study. <br />6) collaborate with the I-35W Coalition build out plans and other state and <br />county agencies plans to strengthen linkages among Jobs, Transportation, <br />and Housing <br />7) closely evaluate future land uses and identify the costs, returns and <br />impacts for the community and the entire I-35W Corridor. <br /> <br />WHEREAS, the process to date has included a bus tour, strategy meetings with <br />property owners, public agencies, developers and area neighborhoods; and <br />
