<br />A. The RGU must adopt an order specifying the boundaries and the nature, <br />location, intensity of the proposed development. <br /> <br />. <br /> <br />B. The RGU may specify more than one development scenario. At least one <br />of the scenarios (or a combination thereof) must be consistent with the <br />adopted comprehensive plan and one must be consistent with known plans <br />of area property owners (to allow for comparison of impacts). <br /> <br />C. The RGU may designate sub-areas and sub-scenarios. <br /> <br /> 4. Environmental Analysis <br /> A. Content and F onn must be similar to EA W <br /> B. Level of analysis must be comparable to EIS for typical impacts <br /> C. Content and fonn must be certified by RGU and the RGU must certify that <br /> the comprehensive plan requirements are complete. <br /> 5. Review Procedure <br /> A. RGU prepares draft environmental analysis of each scenario, with <br /> standard EQB EA W content and fonnat. The draft must be distributed for <br /> comment. <br /> B. Reviewers have 30 days from EQB monitor date of availability to provide <br />. written comments to RGU. A governmental unit may request a IS-day <br /> extension. <br /> Community must address: <br /> Accuracy <br /> Completeness <br /> Potential impacts needing additional analysis <br /> Infonnation needed for pennits <br /> Mitigation methods to prevent significant impact. <br /> C. RGU must revise environmental analysis based on comments. RGU must <br /> include in plan a mitigation plan. <br /> D. RGU must distribute revisions (agencies have ten days to object) within <br /> 30 days objection; RGU must submit a written response. <br /> E. RGU must adopt revisions at first meeting after IS-day distribution. <br /> F. EQB Monitor publishes notice of adoption and completion of review. <br /> G. Projects which are consistent with the plan do not require further review. <br /> H. Projects with further objections are reviewed by EQB. <br />. 6. Time Limits <br /> Page 2 of3 <br />
