Disperse types and scale of housing units <br />within the City for all ages, in all stages of the life cycle. Provide an appropriate amount of low and moderate cost housing and <br />opportunities for rehabilitation of the existing housing supply through: <br /> <br />a) the use of Federal, State, local, and other financial resources; and <br /> <br />b) working with State agencies and Metropolitan Council and Ramsey <br />County HRA. <br /> <br />12. Encourage year-round landscaping of public and private space, <br />including planned development of boulevards and medians. Review the <br />development and landscaping plans for parks and municipal facilities. <br /> <br />13.
