<br /> <br />The City will: <br /> <br />1. Encourage the development of a wide range of retail sales and services in <br />the community. Concentrate these uses in existing retail/service areas. <br /> <br />2. Encourage the development or expansion of existing and future retail <br />shopping centers as a means of achieving maximum efficiency of land <br />use, adequacy of vehicular movements and parking areas, and maximum <br />aesthetic consideration. <br /> <br />3. Restrict commercial development to specific areas in accord with the <br />Comprehensive Plan and avoid strip commercial development. Restrict <br />further commercial! industrial land expansion, encourage concentrated <br />medium size office development in areas currently designated for such <br />uses. <br /> <br />4. Discourage one or two lot residential redevelopment to spot zone <br />commercial areas at major intersections already surrounded with <br />residential development. <br /> <br />5. Encourage orderly transition of areas from residential to commercial in <br />accord with the Comprehensive Plan. <br /> <br />6. Continue strict sign control as a method of creating a higher aesthetic <br />level of the community. Survey existing signs to determine conformance <br />with existing regulations. <br /> <br />7. Continue to emphasize and improve site plan review process for public <br />and private development. <br /> <br />8. Cooperate with existing and potential commercial developers in creating <br />efficient site plans with emphasis on efficient access and egress, parking <br />areas, and landscaping. <br /> <br />9. Review all commercial development site plans to ensure quality design, <br />the completion of an adequate amount of site landscaping, and <br />beautification. <br /> <br />10. Direct the location and development of businesses generating significant <br />large truck traffic to existing freeway access points and areas west of <br />Interstate 35W. <br /> <br />11. Develop a pedestrian circulation program in the Shopping Center District. <br /> <br />12.
