Provide the services and facilities essential for the protection, operation, <br />and use of public and private property in the City in a cost effective <br />manner. <br /> <br />B. GJENJERAllAN][) USE JPOUCIJES <br /> <br />The City will: <br /> <br />1. Continue to be developed in accordance with a Comprehensive Plan for <br />land use, housing, transportation, and community facilities. Where <br />possible, all future development will reflect the major proposals of the <br />Comprehensive Plan. Where possible, the plan will be related to plans in <br />neighboring communities and to the Metropolitan area as a whole. <br /> <br />2. Maintain a Comprehensive Plan to reflect the maximum potential of <br />undeveloped properties consistent with good planning and development <br />practices. This includes the following activities: <br /> <br />a) Review and amend the Comprehensive Plan as necessary to ensure its <br />usefulness as a practical guide to current and future development (but <br />at a minimum every 10 years); <br /> <br />b) Adhere to the Plan as closely as possible to ensure consistent <br />development policy; <br /> <br />c) Consider changes to the official zoning map based on the Plan only <br />after submission of a Commission special study or after appropriate <br />review of a specific development proposal; and <br /> <br />d) Establish time frames for accomplishing major actions identified in the <br />Comprehensive Plan. <br /> <br />3. Emphasize quality design, innovative solutions, environmental <br />protection and aesthetic appeal in community development through the <br />adoption and use of site design standards and other appropriate criteria. <br /> <br />4. Create adequate transitions and buffering between incompatible land <br />uses by strengthening or establishing standards in the zoning ordinance. <br /> <br />5.
