<br />.I) <br /> <br />./J <br /> <br />The vision, goals, and policies set forth below are not to be considered as a <br />comprehensive and complete statement of the total goals and aspirations of the people <br />of Roseville, but they do relate to the social and economic development, as well as the <br />physical development of the City and for which the City Council has a primary <br />responsibility. The vision and goals are general objectives applying to the entire <br />community. After the goals, there is a listing of specific policies relating to the various <br />facilities, land uses, and areas of concern. These policies are the proposed methods of <br />action the City will follow or use to complete the stated goals. <br /> <br />) <br />F <br /> <br />II. Community-Wide (General) <br /> <br />A. VISION STATEMENT <br /> <br />Roseville shall be a community which has as its highest priority the quality of <br />life - both for those who live here and for those who work here. Roseville shall <br />be committed to preserve, promote, and improve the beauty, vitality, safety, and <br />serenity of the total environment in which its citizens live and work. Further <br />development of business and industry, shopping, transportation, housing, <br />entertainment, leisure and recreation opportunities shall be in harmony with the <br />commitment Roseville has made to its environment and quality of life. <br /> <br />B. <br /> <br />GENERAL LAND USE GOALS: <br /> <br />1. Maintain and improve the community character and identity; encourage <br />projects which strengthen our children, families, and neighborhoods. <br /> <br />') <br /> <br />2. Maintain the existing residential areas of the City as designated on the <br />land use plan. Identify and maintain approximately the same balance (or <br />same percentages) of the various land uses throughout the community, <br />allowing for some flexibility. <br /> <br />3. Eliminate blight and prevent deterioration of buildings and <br />infrastructure. Strive for better aesthetic appeal. <br /> <br />4. Maintain and continue development of a strong economic base and create <br />a favorable climate for the operation of responsible free enterprise <br />systems. <br /> <br />5. Encourage opportunities for a diverse population with respect to age, <br />ethnicity, and economic composition. <br /> <br />6. Provide active and passive open space for the enjoyment of Roseville <br />residents. <br /> <br />7.
