A. The property in question cannot be put to a reasonable use if used under
conditions allowed by the official controls: The City staff has determined that
the property cannot be put to reasonable use under the official controls.
Brentwood Town Offices should be allowed visible signage to be economically
successful. Facade signage would be more difficult to see than a ground sign.
The existing trees block a clear view of a facade or monument sign at the required
setback. Additionally, the site's grade at the optimal sign location slopes east
toward the parking lot adding to the visibility problems. Another factor staff has
considered is the amount of boulevard along Lexington Avenue. Currently, the
east side of Lexington Avenue has a boulevard from curb to property line of
approximately 33 feet, which is wider than other city and county streets in
Roseville.

B. The plight of the land owner is due to circumstances unique to the property not
created by the land owner: The mature stand of trees makes sign placement on
the property, specifically the front yard adjacent to Lexington Avenue, almost
impossible without moving the sign toward the west property line.

C. The variance, if granted, will not alter the essential character of the locality:
The Community Development Staff has determined that the placement of a
monument sign one foot off of the western property line would not alter the
essential character or the locality, nor adversely affect the public health, safety, or
general welfare, of the city or adjacent properties. The sign is very tasteful and its
location will not hinder vehicles attempting to turn north or south onto Lexington
Avenue, nor will the sign limit the ability to place a path within the existing right-
of-way.

5.0 POLICY & FISCAL IMPLICATION

5.1 There are no additional fiscal implications and no public infrastructure improvements or
extensions necessary.

6.0 STAFF RECOMMENDATION W /CONDITIONS:

6.1 The Community Development Staff recommends approval of a14 foot variance to
Section 1009 .03M of the Roseville City Code, allowing the installation of a ground
(monument) sign one foot from the west property line, for property located at 2332 to
2340 Lexington Avenue, subject to the following conditions:

A. The monument sign be no more than eight feet in height.

B. Perennial plantings and/or shrubs be placed below the sign between the two
columns, and east slightly towards the parking lot.

C. Any lighting of the sign (no street or residential glare allowed) shall be concealed
at grade or on fixtures within the sign structure.

PF3391 ReA 051302
