I asked Shiely ifhe <br />had been drinking. Shiely stated that he had just started on a glass of beer. Sheily did not appear to be <br />intoxicated. <br /> <br />Off. Spark got a voluntary statement from the victim. See attached statement for further Information. I <br />went back to the victim's house and requested that she sign a citizen's arrest. The victim agreed and signed <br />the cItizen's arrest. <br /> <br />I issued citation #901-126393 for discharging a dangerous weapon. I explained the citation and gave it to <br />Sheily.
