SuperAmerica is proposing to construct a station/store with a car wash at 2295 Rice <br />Street in Roseville. The site is 1.0 acre in size, is zoned B-2 Retail Business and is <br />designated for business purposes in the City's Comprehensive Land Use Guide Plan. The <br />site is currently vacant, but used to be the old Roseville Crossing Restaurant. <br /> <br />Development Summary <br /> <br />1. The property under consideration with this application is zoned B-2, Retail Business. In <br />this district, automobile service stations are permitted as conditional use permits and are <br />subject to the conditions in Section 8.360 Automobile Service Stations in the City Code. <br />The store will be approximately 3,500 sq. ft. in size of which approximately 1,000 sq. ft. is <br />for the car wash. The store will be of masonry construction with a brick exterior and a <br />metal seam hip roof. The trash enclosure will have a brick exterior to match the building. <br />Because the building has a hip roof, all mechanical units will be on ground level and <br />screened by a fence. The site is currently about 75% impervious surface. SuperAmerica <br />is proposing to reconfigure the site plan but keep approximately the same amount of <br />impervious surface. Therefore, water run off is about the same and no retention permit is <br />required. <br /> <br />2. Access to the site would be off Minnesota Avenue and Woodbridge Street with no direct <br />access onto Rice Street. The site plan indicates 23 parking spaces, including 12 at the <br />pump island. The code requires 4 spaces plus 1 space per 150 sq. ft. of floor space <br />devoted to retail sales. In this case, this would require 16 parking spaces. All building <br />and parking setbacks are met with this site plan. <br /> <br />3. Section 1005.01, Paragraph A3, states that where a commercial rear yard adjoins a <br />residential district, a screen wall of not less than 4 feet and not greater than 6 feet shall be <br />installed and maintained by the owner of the business parcel to effectively inhibit eye level <br />vision between residential and business areas. Staff has spoken to SuperAmerica and they <br />have indicated a willingness to meet this requirement along the western property line. A <br />specific plan will be presented at the February 14th meeting. <br /> <br />1 <br />
